	隨著經(jīng)濟的快速發(fā)展，環(huán)境污染問題也日益**。近兩年來，大氣污染逐漸成為人們的“心肺之患”，盡管**實施了一系列治理措施，但污染形勢依舊嚴(yán)峻。環(huán)保部部長陳吉寧表示，今年中國將在治理霧霾方面采取較有針對性的舉措，同時完善重污染天氣應(yīng)對機制，努力打好大氣污染治理攻堅戰(zhàn)。

		**30多年來，中國經(jīng)濟快速發(fā)展，社會不斷進步，但長期積累的環(huán)境問題也日益**。當(dāng)前，中國的環(huán)境問題可以概括為三句話：環(huán)境污染嚴(yán)重、環(huán)境風(fēng)險高，生態(tài)損失大。其中，大氣污染已成為越來越多的老百姓較為關(guān)注的“心肺之患”。為此，近年來中國相繼出臺了一系列法規(guī)和措施，從污染**和末端治理大氣污染。數(shù)據(jù)顯示，截至2015年底，全國火電行業(yè)二氧化硫、氮氧化物排放量累計下降47%和50%；首批實施新環(huán)境空氣質(zhì)量標(biāo)準(zhǔn)的74個城市PM2.5平均濃度同比下降14.1%。但與此同時，部分地區(qū)的空氣污染依然較為**，特別是去年底京津冀及周邊地區(qū)三次出現(xiàn)持續(xù)時間長、波及范圍廣的大氣重污染事件。對此，中國環(huán)保部部長陳吉寧表示，除了較為不利的氣象條件，取暖季采取的措施針對性不強以及對重污染天應(yīng)對能力的不足也是加劇污染影響的重要因素。在今年的采暖期，環(huán)保部將拿出更多有針對性的措施治理京津冀霧霾，“我們重點做五件事情，一是做好重污染天氣的應(yīng)對工作，環(huán)保部啟動了一個‘2＋4’，‘2’是北京、天津幫助周邊四個城市：保定、廊坊、唐山、滄州。在3月15日子之前‘2＋4’的城市要執(zhí)行統(tǒng)一的預(yù)警響應(yīng)標(biāo)準(zhǔn)。二是強化監(jiān)測信息的共享。三是對高架源要進行特殊的關(guān)注，我們要求京津冀所有國控企業(yè)在線監(jiān)測必須跟環(huán)保部聯(lián)網(wǎng)。四是嚴(yán)格機動車監(jiān)管，五是組織開展大氣的專項檢查，這項工作已經(jīng)在進行之中?！?

		陳吉寧表示，除了采暖季的相應(yīng)措施，大氣污染要實行冬病夏治，將開展六個方面的工作，“一是修訂重污染天氣的應(yīng)急預(yù)案，包括統(tǒng)一（京津冀）預(yù)警分級標(biāo)準(zhǔn)，各地要采取各自針對性的行動。二是抓好重點城市的污染控制。三是強化工業(yè)企業(yè)污染治理，包括研究可不可以實行錯峰生產(chǎn)，可不可以實行季節(jié)性、差異化的排污收費。四是解決燃煤的問題，包括控制煤的質(zhì)量，解決散煤、大量劣質(zhì)煤的問題。五是要加強面源的污染控制，包括*禁放的方案。六是加大投入，**這些措施資金能夠到位。”
