	霧霾天氣剛過(guò)，新一輪的污染又開(kāi)始襲來(lái)。*氣象臺(tái)6日18時(shí)發(fā)布大霧橙色預(yù)警和霾黃色預(yù)警。對(duì)此，環(huán)境保護(hù)部部長(zhǎng)陳吉寧主持召開(kāi)會(huì)議，分析即將出現(xiàn)的霧霾過(guò)程的成因及影響，研究部署應(yīng)急應(yīng)對(duì)工作，將對(duì)應(yīng)對(duì)不力的部門(mén)實(shí)行問(wèn)責(zé)。

面對(duì)霧霾，陳吉寧認(rèn)為要認(rèn)真檢查反思以往應(yīng)急響應(yīng)、應(yīng)對(duì)措施落實(shí)方面存在的不足，切實(shí)抓好這次霧霾的應(yīng)急應(yīng)對(duì)工作：一要加強(qiáng)監(jiān)測(cè)預(yù)報(bào)。建立每天與相關(guān)部門(mén)、京津冀及周邊地區(qū)各省市**會(huì)商制度，及時(shí)調(diào)整預(yù)警提示信息，指導(dǎo)各地做好監(jiān)測(cè)預(yù)報(bào)和應(yīng)急響應(yīng)工作。二要督促各地按照應(yīng)急預(yù)案要求啟動(dòng)和采取相關(guān)措施。強(qiáng)化調(diào)度受影響區(qū)域內(nèi)各地級(jí)及以上城市應(yīng)急預(yù)案啟動(dòng)情況力度，督促各地按照預(yù)報(bào)信息及時(shí)啟動(dòng)相應(yīng)級(jí)別的預(yù)警措施。三要實(shí)施聯(lián)合執(zhí)法。重點(diǎn)督查污染嚴(yán)重地區(qū)，主要檢查重污染天氣應(yīng)急預(yù)案啟動(dòng)和應(yīng)對(duì)措施落實(shí)情況，嚴(yán)查原煤散燒等低矮源排放，加強(qiáng)對(duì)高架源的管控和重型柴油車(chē)、黃標(biāo)車(chē)檢查。對(duì)預(yù)案啟動(dòng)不及時(shí)、應(yīng)對(duì)工作不力的單位和個(gè)人，嚴(yán)肅追究責(zé)任。另外，要加強(qiáng)信息發(fā)布，跟蹤科學(xué)研判，全面掌握重污染天氣形成機(jī)理和傳輸規(guī)律，為改進(jìn)重污染天氣應(yīng)對(duì)工作提供技術(shù)支撐。
