	11月11日上午，2015廣州環(huán)博會同期會議論壇：2015華南地區(qū)VOCs治理技術及模式創(chuàng)新研討會盛大舉行，廣東省環(huán)保廳主任科員段獻忠、中國塑料加工工業(yè)協會復合膜制品專業(yè)**秘書長李建軍和廣東俐峰環(huán)保科技有限公司技術總監(jiān)賴慶智分別作了演講。

	廣東省環(huán)保廳主任科員 段獻忠 就“華南地區(qū)揮發(fā)性**物（VOCs）治理現狀及需求”做演講。

段獻忠表示，2015年的工作重點是：全省工業(yè)源VOCs全面排查、重點行業(yè)總量核算細則、石化行業(yè)LDAR全面實施、集裝箱行業(yè)綜合整治、油氣回收監(jiān)督管理辦法等。

promotion of water, low volatile paint; update key regulatory enterprise 
directory; key industry focus on corporate governance pilot; explore the 
establishment of emission reporting management system and the implementation of 
coating content limits and green certification, etc..
	中國塑料加工工業(yè)協會復合膜制品專業(yè)**秘書長 李建軍 就“包裝印刷業(yè)VOCs治理現狀與發(fā)展方向分析”做演講。

李建軍詳細介紹了包裝印刷行業(yè)的概況，行業(yè)VOCs排放收費辦法，當前包裝印刷業(yè)VOCs治理的思路、技術、工序及工藝等做了詳細的詮釋。

他透露，從調研情況看，行業(yè)VOCs治理處于起步階段，目前大多數企業(yè)開始行動，中小企業(yè)則多處于等待觀望狀態(tài)，而究其根源，主要為：企業(yè)環(huán)保意識不強，治理內在動力不足；治理技術不盡成熟，社會治理體系不配套；治理設施投資大，運行成本高；缺乏完整配套政策和有效落實措施。

its infancy, the majority of enterprises are starting to move, small and medium 
enterprises are more than wait for the situation, and the main reason for the 
weak corporate environmental awareness is not strong governance, governance 
technology is not mature, social management system is not complete; management 
of large investment, high operating costs; lack of complete supporting policies 
and effective implementation measures.
